'Ordinary citizen' McCain dispatched fellow neocon David Kramer to UK to pick up a copy of Golden Showers Anti-Trump dossier after Trump's election. Who paid roundtrip airfare to UK incurred at request of 'ordinary citizen' McCain?

'Ordinary citizen' McCain sent fellow neocon David Kramer to the UK to pick up a copy of the 'Golden Showers' anti-Donald Trump dossier compiled by UK citizen Christopher Steele: 

April 25, 2017, "Ex-spy admits anti-Trump dossier unverified, blames Buzzfeed for publishing," Washington Times, Rowan Scarborough 

"Sir Andrew Wood, British ambassador to Moscow from 1995 to 2000, is also an associate of Christopher Steele at the UK Orbis firm. After the Nov. 8 presidential election, Mr. Wood met with Mr. McCain and David J. Kramer, [former president of neocon group Freedom House], a former assistant secretary of state who is director of human rights and democracy at The McCain Institute for International Leadership at Arizona State University. By that time, Mr. Steele had written 15 memos for the 'Golden Showers' anti-Trump dossier....

Mr. Wood arranged for Mr. Kramer to meet with Mr. Steele “in order to show him the pre-election memoranda on a confidential basis,” the court filing says. The meeting occurred on Nov. 28 (2016) in Surrey, England. 

“[McCain aide] Mr. Kramer told [Mr. Steele] the intelligence he had gathered raised issues of potential national security importance,” the court filing says.

Mr. Kramer returned to Washington, and Fusion [GPS] agreed to give a hard copy of the dossier to Mr. McCain “on a confidential basis via Mr. Kramer,” according to the filing. 

Mr. McCain then asked Mr. Steele, through Mr. Kramer, to provide any additional information on Russian interference in the election....

Mr. McCain has confirmed publicly that he personally turned over the dossier to FBI Director James B. Comey. But at that time, the FBI already had obtained the dossier from other sources and had been using it to investigate the supposed Trump-Russia connection.

Afterward, Mr.Steele continued to receive “raw intelligence,” including the Gubarev accusations. He wrote the December memo after his work for Fusion had ended.

He provided that memo to British national security officials and to Fusion through an “enciphered email,” with instructions to provide a copy to Mr. McCain."...

The aide was instructed to look for a man with a copy of the Financial Times  and that's how the individuals met, with the source taking McCain's emissary back to his house and giving the American a copy of the documents.

 Within 24 hours, the dossier was in Washington, though the contents of the file couldn't be verified without an investigation....However, McCain decided to hand over the documents to FBI Director James Comey on December 9.

'Upon examination of the contents, and unable to make a judgment about their accuracy, I delivered the information to the Director of the FBI,' McCain said Wednesday in a statement about that matter."...

Added: Even if Neocons McCain and Kramer could remove Putin, it's likely he'd be "followed by a much harder-line Russian nationalist":

"While the neocons do love their tough talk, they are not known for thinking through their "regime change" schemes."...Even if Putin was somehow removed from office, "he is far more likely to be followed by a much harder-line Russian nationalist who might well see Moscow’s arsenal of nuclear weapons as the only way to protect Mother Russia’s honor. In other words, the neocons’ latest brash “regime change” scheme might be their last – and the last for all humanity."
